The Politics of Greed: How Privatization Structured Politics in Central and Eastern Europe (World Social Change), by Andrew Schwartz

With the dissolution of the Soviet Empire, it seemed that market capitalism had triumphed and that democracy might replace authoritarian regimes. Economic reformers in the former Eastern Bloc rushed to liberalize prices and transfer state assets to private hands. They assumed that private owners in a market setting would have no choice but to behave rationally―that is, to invest in restructuring privatized enterprises so as to maximize profits. They also assumed that these owners would perceive a stable institutional environment as conducive to economic success and thus become a powerful lobby in favor of the rule of law, paving the way for democracy.

The post-communist reality turned out to be very different. Private owners found that in a weak state with limited laws and regulations and ineffective corporate governance structures, it was more lucrative to steal enterprise assets and exploit opportunities for arbitrage than to restructure enterprises. The lesson learned is that not all forms of private ownership are the same. As this book's in-depth political history of privatization in Central and Eastern Europe demonstrates, the way that assets are privatized matters, both with respect to national economic performance and the successful development of the rule of law. Andrew Harrison Schwartz had unprecedented access to high-level Czech government officials during the Czech Republic's privatization process. This book is the result of the unique insights he gained and the innovative analytical framework he subsequently developed―ownership regime theory―which for the first time places ownership structures at the center of political transition analysis. Engaging and important, The Politics of Greed applies ownership regime theory to a broad range of post-communist privatization cases, including those of the Czech Republic, Poland, Hungary, Russia, and Ukraine.

Review
At last, a comprehensive analysis of the long-term effects privatization policies have had on the politics, society, and economics of transition economies. Focusing on the Czech Republic, The Politics of Greed convincingly argues that while initial conditions are important, how policies were chosen and implemented has had profound implications not only for enterprise restructuring and corporate governance, but for democracy and the rule of law. A must-read for all observers of the transition process and future policy makers, and a powerful rebuke of the 'the end justifies all means' attitude that has guided so many policies in the early 1990s. (Katharina Pistor)

Among the throngs of researchers in Eastern Europe in the 1990s, Andy Schwartz stood out with his unique combination of a careful understanding of regional privatization strategies and incomparable insight into the realities of high-powered financial markets. These assets become evident in this book, as the research produces an original, powerful argument about the roles of ideology and distributional politics in the construction of economic institutions. The empirics and framework are cold reminders of the foolhardy attempts to create markets without institutions and are useful analytical tools for students of privatization, corporate governance, and institutional reform. (Gerald A. McDermott)

Recommended. (Choice)

...Important contribution.... Thorough critique.... Intimate knowledge of events and debates... (Terry Cox Slavic Review)

Schwartz's book is a landmark in the study of Central European transitions. It develops a unique political economy approach to transition studies, arguing that privatization was the central process of transition and showing that the ways that privatization was conducted in each country have left lasting legacies for postcommunist politics and economics. Schwartz lambasts the unintended consequences of neoliberal privatization strategies and paints a sharp picture of what Central European capitalisms are really like. (Mitchell Orenstein)

The Dynamic Dominion: Realignment and the Rise of Two-Party Competition in Virginia, 1945-1980, by Frank B. Atkinson

The Dynamic Dominion tells the dramatic story of Virginia's political transformation from the Second World War to the Reagan Revolution. The cradle of American democracy ― and thus of the democratic movement that is sweeping the globe today ― the venerable Old Dominion has emerged again in the second half of the 20th century as a dynamic political pace setter for the nation.

In 1945, Virginia was a one-party, one-faction state under the aristocratic rule of conservative Democratic Senator Harry F. Byrd and his famed "Byrd organization." From his perch as the uncontested leader of the state that led the south, Virginia's Byrd became a regional symbol, a congressional kingpin, and a national power. With its political system and culture static, Virginia's voice was heard nationally mostly in dissent, as it had been for a century.

Within a few decades, emerging two-party competition and an unprecedented party realignment combined to place the rapidly changing commonwealth in the national vanguard. Well before Republican parties throughout the South became competitive, Virginia's Republicans in the 1970s compiled the most impressive winning streak of any state party in the country. They did it by constructing a coalition of rural conservative Democrats and suburban Republicans ― the same coalition that Ronald Reagan assembled nationwide in 1980, ushering in the Reagan Revolution.

As told in The Dynamic Dominion, the Virginia story contains all the excitement, drama, conflict, and intrigue of a fast-paced thriller. It is a story of triumph and tragedy, celebrities and statesmen, heroes and scoundrels ― of shifting party loyalties and makeshift coalitions, hard-fought campaigns and razor-close elections ― of ambition and cynicism alongside sacrifice and idealism. Best of all, the tale is true. It is the fascinating story of contemporary democracy flourishing in Virginia . . . the place where it was born.

A valuable history of bye-bye Byrdie
By Joseph G. Fitzgerald
The end of the Byrd era, and all that it did to Virginia, told from a right-of-center, but honest perspective. Virginia is big enough for large personalities, and small enough for petty feuds. Atkinson captures them both. The first third of his sequel, Virginia in the Vanguard, is like a continuation of this valuable work. Byrd to Wilder. Only in Virginia.

Netporn delves into the aesthetics and politics of sexuality in the era of do-it-yourself (D.I.Y.) Internet pornography. Katrien Jacobs, drawing on digital media theory and interviews with Web porn producers and consumers, offers an unprecedented critical analysis of Web culture as digital artistry and of the corresponding heightened government surveillance and censorship of the Internet. Netporn features Web users who question the goals of global commercial porn industries-whether they are engaged in Usenet fringes, video blogging, peer-to-peer distribution, porn art collectives, or decadent amateurism. Emphasizing gender and cultural differences, Jacobs shows how the creative uses of netporn images and services are important ways of exploring or redefining the 'network body' and indispensable ingredients of a maturing network society.

Review
Katrien Jacobs's Netporn is an eyewitness account of sex life on the new digital frontier and an analytical report on how sensual imagination and activity is changing our world. From personal investigation and interviews with Internet porn producers and consumers, Jacobs is able to mark the evolving contradictions of an area where sex as freedom and expression runs up against commercial exploitation and government censorship. This up-to-date investigation makes concrete the sometimes vague and hyperbolic discussions of digital networking, and thus it carries on a substantial description of the interactive exchange between new media technologies and the new social relations, behaviors, and body functions. Thoughtful, sober, and adventurous, this is THE landmark study of new media for our time. (Chuck Kleinhans)

Pornography drives new technologies. Avant-garde porn enthusiasts and producers have a passion to learn about Webcams, video streaming, blogs, and peer-to-peer file exchanges. Katrien Jacobs is one such pioneer who takes the reader on a journey into the world of Internet porn. Jacobs provides cutting-edge scholarship on understudied cyber-subcultures that have grown up around the sharing of sexually explicit materials as she models a new type of cultural research for the digital age. It should be read by all those interested in the questions surrounding the intersection of technology, identity, gender, race, ethnicity, sexual orientation, and cyber-culture. The sections on warporn and Abu Ghraib and on the netporn "blogolution" in greater China are two highlights. Jacobs clearly shows that sex and the digital revolution go far beyond Euro-American networks. (Gina Marchetti)

In resistance to the restrictive economy of the state and capital, as well as the rigid and globalizing nation-state surveillance Web, net porn practitioners in Jacobs's study are not only swapping porn and exchanging juicy scenes, but also staging pleasurable even sublime experiences through creating disorderly tastes and desires that enact the exuberance and ecstasy of our culture. As such, Netporn constitutes a powerful and timely intervention into the infringing and criminalizing power of the growing exclusive society as well as the regulatory state. (Josephine Ho)

Jacobs's alluring book turns up the heat on media theory in its analysis of the world of Internet pornography. It represents the complex world of producing and consuming Internet pornography as a critical space of subcultural sexual experiments, and in so doing, compels us to experience the morphing patterns of arousal, at both the intellectual and bodily levels. Netporn is a serious academic achievement, even as it offers us a sweet temptation. (Erni, John Nguyet)

About the Author
Katrien Jacobs is assistant professor in new media at City University of Hong Kong. She has lectured widely on gender, sexuality, new media art, globalization, and censorship. She is the author of Libi_doc: Journeys in the Performance of Sex Art.

The United States in Asia, by Robert G. Sutter

This thoughtful and deeply informed book assesses the background, status, and outlook of U.S. relations with the Asia-Pacific. Noted expert Robert G. Sutter takes issue with the "declinist" school of thought that he sees as overstating U.S. weaknesses while at the same time underplaying its strengths in the region. He provides a balanced inventory of the major strengths and weaknesses in American relations with Asia and weighs the significant points of agreement and disagreement between the United States and the governments and peoples of the region at the end of the George W. Bush administration.

Sutter carefully considers widely held views of the United States in decline, with its leadership role in regional affairs threatened by a range of political, economic, and security problems. The author finds that recent U.S. difficulties have not fundamentally undermined the main foundations of the leadership, power, and influence that America has exerted in the region for many years. Instead, he convincingly argues for U.S. policy options that will help to remedy prevailing difficulties while sustaining U.S. interests and leading role in Asian and Pacific affairs.

Review
A carefully researched and crafted book that provides readers with a balanced view of the U.S. role in the region. Sutter writes in a compact and highly informative manner. The book is useful for readers with an interest in empirical facts of US-Asia relations and students of international relations in the Asia Pacific. (Contemporary Southeast Asia)

We’ve been hearing for years that the U.S. position in the Asia-Pacific is in decline in reverse correlation with the rising prominence of China. Sutter’s masterful study lays aside this simplistic perspective in favor of a strongly historical, multidimensional view of U.S. relations with the Asia-Pacific and a clear understanding of the fundamental forces shaping the region. A new order is rising in Asia. This is a compelling argument for why the United States will remain a part of it. (Mark Borthwick)

About the Author
Robert G. Sutter was an analyst of Asian and Pacific affairs and American foreign policy for the U.S. government for thirty years. Sutter is visiting professor of Asian studies in the School of Foreign Service at Georgetown University.

Knowledge Under Construction: The Importance of Play in Developing Children's Spatial and Geometric Thinking, by Daniel Ness, Stephen J. F

Knowledge under Construction is the first to examine young children's spatial and scientific thinking through their architectural constructions with Legos_ and blocks. The authors' coding system allows teachers and parents to observe and record children's cognitive behaviors related to spatial thinking. In challenging Piaget's thesis, the authors illuminate our conceptions of children's emergent knowledge of space and scientific inquiry, and provide new insight into alternative ways to measure cognitive abilities in children based through block play.

Review
For preschool educators as well as interested developmental researchers, Knowledge under Construction offers a succinct, useful introduction to the topic, delineating various aspects of spatial, geometric, and architectural thinking and related theoretical perspectives that can be brought to bear on children's construction play. The book also contains helpful pedagogical features such as a set of topics and questions at the end of each chapter for discussion. Major contributions of the book are in situating this important developmental topic in natural settings (young children's spontaneous construction play) and in pointing to some promising directions regarding how this knowledge can shed light on preschool and elementary education, particularly in science and mathematics. (David Yun Dai, State University of New York at Albany PsycCRITIQUES)

Daniel Ness and Stephen Farenga demonstrate that there is more going on during free play than previously presumed; specifically, they delineate emergent mathematical and scientific thinking....The unique characteristic of this book is the study of young children as architects manipulating blocks during play, and the identification of architectural principles underlying the development of spatial and geometric thinking. (Betty Ruth Baker Teachers College Record)

This is a fascinating book that explores how young children construct knowledge with regard to the spatial and geometric aspects of behavior during block play....The boko has a contribution to make in mathematics, early childhood education, and the field of cognitive sciences. The research is a pioneering study in an area where little data currently exists and serves as a catalyst for further investigations into the importance of play, cognitive development, and success in school. (Teaching Children Mathematics, August 2008)

Significant for educators, parents, and researchers.... These are important findings that buttress the instructional goals of the National Council of Teachers of mathematics (NCTM) for young learners.... Thought-provoking quotes and...expansive use of examples.... The authors provide insights into the implications of the research for those concerned with the education of young children. This is one of the most comprehensive works to date on the spatial, geometric, and architectural thinking of young children. Overall, this book significantly contributes to our understanding of the oftentimes overlooked mathematical abilities of our youngest learners. (Jenifer Thornton American Journal of Play, Spring 2009)

This is a well-written, abundantly documented volume whose authors achieve their aim: to identify and define values and significance inherent in or related to young children's block play. This is an area of research heretofore somewhat neglected or underestimated with regard to various dimensions of the child's mathematical and scientific development. Daniel Ness and Stephen Farenga demonstrate that there is more going on during free play than previously presumed; specifically, they delineate emergent mathematical and scientific behaviors that form the basis for the development of mathematical and scientific thinking. (Betty Ruth Baker, Baylor University Teachers College Record)

Despite its importance in early childhood mathematics education, young children's block play has seldom been investigated in depth. But now the field is fortunate to have Ness and Farenga's detailed study of young children's use of blocks to explore basic ideas of space, geometry, and even architecture. This book shows how intellectually rich the opportunities that block play offers are, and how children―regardless of gender and socioeconomic status―make splendid and surprising use of them. This book should be of vital interest to early childhood educators! (Herbert P. Ginsburg, Teachers College, Columbia University)

The work of Ness and Farenga can meet the needs of early childhood educators by helping them understand how the everyday actions of young children in block play summon spatial characteristics and how educators can support the continued learning of young children through free play, rather than through more formal learning methods. (Lynn E. Bensen, Barry University Childhood Education)

Timely Contribution to Children's Spatial and Geometric Development
By Educator
Knowledge under Construction is the first book of its kind to demonstrate children's development of spatial and geometric concepts in the everyday setting. While acknowledging the importance of different spatial models (e.g., Piagetian, Vygotskyan, nativistic), Ness and Farenga go beyond theoretical positions to discuss children's everyday, spontaneous uses of Legos and blocks as they relate to cognitive constructions of emergent spatial geometric concepts.

This book should be required reading for any course in developmental psychology, cognition, and emergent mathematics as it relates to everyday geometric constructions.

The Making of Modern America: The Nation from 1945 to the Present, by Gary A. Donaldson

When World War II ended in 1945, America emerged as the only superpower. It had defeated Germany and Japan, it was the only nation with the bomb, and much of the rest of the world lay in ruins as a result of the war. In addition, the wartime economy had dragged the nation out of the worst depression in modern history. The United States seemed on the verge of its greatest age, and from that starting point, its people embarked on a journey through the next several decades of change. The Making of Modern America is the story of that journey. As Gary Donaldson chronicles, the second half of the twentieth century was, in fact, one of the most tumultuous eras in U.S. history: Nearly every minority group in the nation, including women, demanded equal rights and access; the Cold War kept Americans living in fear of a nuclear holocaust that might end civilization; the turbulent sixties galvanized the baby boom generation; and the war in Vietnam divided the nation. The end of the Cold War brought new challenges and opportunities, but the specter of international terrorism cast a pall over the beginning of a new century. At the end of the era, once again the United States stood alone as the sole superpower on earth, but the threats remained ominous and real. The nation was at war again, and the American people were perhaps more divided than they had been since the Vietnam era. The talk was of consensus, but the reality was conflict.

Review
By far the best text available for post-1945 U.S. history courses. Donaldson deftly integrates political, diplomatic, social, and cultural history in a style that will engage undergraduates. Especially interesting is his treatment of science and medicine, important topics often receiving scant attention in textbooks. I plan to adopt The Making of Making of America in my own course. (Anthony O. Edmonds)

The Making of Modern America is detailed enough without losing sight of its central themes. It also leaves room for disagreement with some of the interpretations. Very readable! (John Stranges)

Gary Donaldson's sparkling book begins like Only Yesterday and ends like yesterday's New York Times. It is our story—how America and the Allies' triumph in World War II opened doors of bright possibilities that ended in nightmares. From Hiroshima to Baghdad, from prosperity to economic collapse—Donaldson's book makes sense out of the dreams of the Baby Boomers and the angst of Generation X. It is the story of bold plans and unintended consequences. (Randy Roberts)

This ground-breaking collection will provide practical advice about how to implement an ethical and spiritual curriculum while avoiding religious dogmatism.

Review
Teaching with Joy: Educational Practices for the Twenty-First Century was truly a joy for me to read. I highly recommend the book to teachers who are searching to create learning communities at any level in the educational structure. (Carol S. Kestler, founding director, Arts Genesis, Inc., Tucson, AZ)

While written primarily for those who teach college undergraduates, the book discusses techniques that could be adapted for use with high school students....very readable chapters....Recommended. (CHOICE, May 2007)

The chapters in this volume describe counter-cultural, mindful, often surprising, and sometimes moving approaches to teaching. It will be a unique contribution to the field of education, a source of nourishment to those of us hungry for literature in our field that recognizes the holistic nature of teaching and learning. (Kami Day, associate professor of English, Johnson County Community College, Overland Park, KS)
