Since the 1980s, the language used around market-based government has muddied its meaning and polarized its proponents and critics, making the topic politicized and controversial. Competition, Choice, and Incentives in Government Programs hopes to reframe competing views of market-based government so it is seen not as an ideology but rather as a fact-based set of approaches for managing government services and programs more efficiently and effectively.

Market-based strategies in federal operations, outdated
By Hiking Dog
This was required reading for a graduate class. The examples are outdated, but provide a good foundation for learning about federal applications of market-based strategies. Not completely convinced that all of them substantially improved operations.

Value War: Public Opinion and the Politics of Gay Rights, by Paul R. Brewer

In Value War: Public Opinion and the Politics of Gay Rights, Paul R. Brewer looks at how the public debate about gay rights has shaped public opinion and conversely how public opinion has shaped the public debate about gay rights. Using a variety of methods, including polls, experimentation, and content analysis, he shows how the nature of public debate―which encompasses news stories, television sitcoms, presidential speeches, and sermons by local clergy―has influenced what and how Americans think about gay rights. He also shows how public opinion has created opportunities and obstacles for foes and advocates of gay rights by defining the very terms and boundaries of the public debate.

Brewer's analysis not only sheds new light on how the politics of gay rights has evolved in recent years and may evolve in the future, it also illuminates the broader tensions in American politics, from the culture war over social issues to the struggle over civil rights.

Review
Brewer's book is the best book written to date on the subject of public opinion and gay rights. Brewer combines sophisticated social research methods with a strong nose for politics. He situates his work nicely both in the enduring issues of American politics and in the unique characteristics of comemporary American politics. Written in a lucid and engaging style, this is a book that should appeal to a wide audience of readers. I think, for example, that it would fit very nicely into an undergraduate public opinion course as well as being of interest to academic specialists in the field. (Ken Sherrill, Hunter College)

This is an engaging book about an important topic in U.S. politics. In a clear and cogent manner, Paul Brewer discusses the interactive effect between public opinion and gay rights policymaking. Using a variety of data, including public opinion surveys, content analysis of media messages, and experimental design, he effectively accomplishes his task of showing that public opinion plays an important role in influencing the formulation of gay rights policies and that public debate helps determine the parameters of public opinion on gay rights. (Susan Gluck Mezey)

Recommended. All levels / libraries. (CHOICE, November 2008)

In Value War, Paul Brewer brings together and extends the themes, data, and analysis from several of his published journal articles to create a book that is certainly more than the simple sum of its parts. Brewer's accessible text offers an excellent case study of public opinion, but it also provides a framework for examining the role of the media and political elites in public debates over issues like immigration, health care reform, stem cell reserach, or climate change.... (Political Communication, Winter 2010)

This book takes on the long overdue task of carefully documenting and explaining the change in American public opinion on gay rights over the past thirty years. It will help readers better understand the nation's remarkable shift toward acceptance of homosexuality and the emerging sense among Americans that gays and lesbians deserve equal rights. (Pat Egan, New York University)

Against the Vietnam War: Writings by ActivistsFrom Brand: Rowman n Littlefield Publishers

For some, it was a movement for peace. For others, it was a war against the war. In the eyes of certain participants, the movement was cultural and social at its core, a matter of changing society. Still others defined their protests as political and sought out the economic root causes of the war. What many would agree upon was that it was a time when a remarkable generation came of age and a great nation was shaken to its very foundations.

The protest movement in opposition to the Vietnam War was a complex amalgam of political, social, economic, and cultural motivations, factors, and events. Against the Vietnam War brings together the different facets of that movement and its various shades of opinion. Here the participants themselves offer statements and reflections on their activism, the era, and the consequences of a war that spanned three decades and changed the United States of America. The keynote is on individual experience in a time when almost every event had national and international significance.

A foreword by Staughton Lynd considers the events of the Vietnam War in the context of the present war in Iraq.

Review
This is an outstanding collection of writings by anti-Vietnam war activists that gives a vivid sense of the range of principles and passions that motivated one of the largest and most influential social movements in American history. We hear from scholars and soldiers, senators and students, clergy, journalists, conscientious objectors, grassroots organizers and national mobilizers, some well-known and others from the rank-and-file of the movement. The result is a powerful compilation that should find a place on the reading lists for many courses on the Vietnam War, peace and justice, or the United States in the 1960s. (William A. Joseph, Wellesley College, editor of Introduction to Comparative Politics, 4th Ed.)

Invaluable for reminding readers of the complexity within the antiwar movement. Robbins has composed an anthology with remarkable diversity in points of view, with due attention to resistance to the Vietnam War within the military and by veterans, and with respect for the political capacities of everyday citizens. (H-Net: Humanities and Social Science Reviews Online)

In its balance between famous and grassroots activists, Against the War offers a wealth of valuable insights into why Americans opposed the Vietnam War and how their opposition took form—and colored their lives forever. (Peace & Change)

There is no other book quite like this one and its importance has only grown over the years. We need to listen to these voices for they mirror a huge number of American lives. One is grateful for this sorrowful and wonderful record. (Gloria Emerson, foreign correspondent for The New York Times in Vietnam from 1969 to 1972 and the author of Winners)

Against the Vietnam War
By A Customer
'At (Mary Susannah Robbins') 25th class reunion at Harvard she attended a symposium, "Vietnam: The Choices We Made." After the event, she recalls, "In Harvard Square it seemed that the sidewalk was glass, that below lay the rubble of the Vietnam War on which American society was built, and that no one was looking down... So I would look down, I would not deny it any longer: I would look at the war and the antiwar movement, so inextricable."
Robbins assembled essays from 24 writers -- 19 men, five women... The authors include some of the best known opponents of the war -- Eugene McCarthy, Joan Baez, Daniel Berrigan, Howard Zinn, Martin Luther King Jr.-- and some of the less known....'
Colman McCarthy, The Washington Post

I did not want to, but I did read it.
By William R. Sample
The review title says it all. I believe for one to get an accurate perspective, one must read both sides. Anyone living through the Vietnam Era and serving in the military through this would truly like to burn this book.
Those that were on the "peace" side need to be thanked. Thank them for aiding a people killing 58,000 American soldiers, thank them for helping kill 4.5 million Laotians, Cambodians and Vietnamese. It was there peace movement that forced the politicans to abandon these people and leave them to be slaughtered by the enemy they aided.
The activists and supporters of the peace movements have the blood of these millions on their hands. This book needs to read by all those that want to know and understand the peace movements of that day and this day are nothing more than appeasements to those wishing to destroy the freedoms so many have died for.
This book is trash.

Remarkably, more than half the world's population now lives in cities, and the numbers grow daily as people abandon rural areas. This fully updated and revised fourth edition of the classic text offers readers a comprehensive set of tools for understanding the urban landscape, and, by extension, the world's politics, cultures, and economies. Providing a sweeping overview of world urban geography, a group of noted experts explores the eleven major global regions. Each author presents the region's urban history, economy, culture and society, as well as urban spatial models and problems and prospects. Environmental, human security, globalization, and cyberspace topics are fully developed as well. Vignettes of seventy-eight key cities give the reader a vivid understanding of daily life and the 'spirit of place.' An introductory chapter presents an overview of key terms and concepts, and a concluding chapter projects the world's urban future. Liberally illustrated with a new selection of photographs, maps, and diagrams, the text also includes a rich array of boxes to highlight key topics ranging from gender and the city to Islamic fashion and global warming. Bibliographic sources, websites, and an appendix of UN data provide additional resources for helping students understand more about the urban world. Clearly written and timely, this text will be invaluable for those teaching introductory or advanced classes on global cities, regional geography, and urban studies.

Good Book
By Bobo
I used this book for a geography class and kept it as a reference. It's mostly thorough, well written, and exceptional as a reference for further study. It's formulaic in that it covers the same issues for each chapter, so it is easy to use when studying geography. Those issues are economics, politics, physical/urban geography, culture, and history. I don't think I would use it as a casual read, but it would be a positive contribution to a reference library. I mentioned to my professor that I thought the chapter on the middle east was not unbiased. The book follows a formula of good and bad characteristics of all regions, but the negative side of the middle east was oddly absent, particularly human rights. I noted this issue to my professor who demonstrated serious surprise and appreciation for my observation and stated that he would mention my comments to his friend, the author. Otherwise, I really liked the book and, as I said, keep it for reference.

Useful for understanding urban planning superficially.
By Das Cliff
This book is useful in comparing city populations, urban planning, and urban development superficially. It is not useful for very in depth understanding. It is good for understanding trends of development, especially for regions of the world.

Citizen Jefferson: The Wit and Wisdom of an American Sage, by John P. Kaminski

Few Americans have had the profound impact on our nation as did Jefferson, and even fewer left such a wealth of sage advice. Jefferson, a talented statesman, architect, musician, and inventor, was also gifted with a pen and the elegant turn of phrase. Even his friend and rival, John Adams, said Jefferson had "the reputation of a masterly pen . . . and a happy talent of composition." Collected here are some of the third president's most memorable passages and most deftly turned expressions.

"The happiest moments my heart knows," Jefferson wrote, "are those in which it is pouring forth its affections to a few esteemed character."

Citizen Jefferson is a beautifully produced collection of quotations from Jefferson's own private correspondence—to family and friends, political allies, and rivals. It is a testament to his position as a man of letters and an American sage.

To his daughter he counseled, "Take more pleasure in giving what is best to another than in having it yourself, and then all the world will love you, and I more than all the world." To a friend, "Man, once surrendering his reason . . . is like a ship without rudder." Or to his country, "I have sworn upon the altar of god eternal hostility against every form of tyranny over the mind of man."

Carefully chosen and expertly edited by Jefferson scholar Dr. John P. Kaminski, the quotations are organized by key topics for gentle browsing and indexed for quick reference. These passages reflect the best counsel that Jefferson offered his own and future generations. Citizen Jefferson is the perfect companion for those who admire the Sage of Monticello.

Stop High-Stakes Testing: An Appeal to America's Conscience, by Dale Johnson, Bonnie Johnson, Steve Farenga, Daniel Ness

Stop High-Stakes Testing: An Appeal to America's Conscience is a compelling indictment of the use of high-stakes assessments with punitive consequences in our public schools. The authors trace the history of the policy and document the inequities for children of poverty that undergird high-stakes testing practices. Lack of dental and medical care, environmental violence, insufficient school funding, racism, and classism―all factors that contribute to this dire situation―are discussed in depth. The authors make a convincing case for discontinuing the unjust testing that has been forced on our nation's public school children.

Review
This is an unforgettable and inspiring book that expands the reader's awareness and understanding of many of the issues and controversies surrounding high-stakes testing in such powerful, alarming and enlightening ways. It is a touching, yet startling, look into the lives of the ‘excluded children'. (Kathleen Schlichting, University of North Carolina, Wilmington)

Overall, the book is well-written, conscientious, sound and responsible. (Teachers College Record)

The authors call for corrective justice―a sustained national commitment to eliminating the class differences that have stacked the deck against America's poor and minorities. (American School Board Journal, October 2008)

Highly recommended. (M. J. Garrison CHOICE, April 2009)

This volume should bring high-stakes testing to the forefront of political discussion. The authors present a convincing case that documents the inequalities in educational communities that serve the included and excluded classes. The closing pages delineate what we all know should, can, and must be done to rid our schools of a stacked deck against children of poverty. (Delores B. Malcolm, Former Director of Teaching and Learning Support, St. Louis Public Schools)

A History of Early Southeast Asia: Maritime Trade and Societal Development, 100-1500, by Kenneth R. Hall

This comprehensive history provides a fresh interpretation of Southeast Asia from 100 to 1500, when major social and economic developments foundational to modern societies took place on the mainland (Burma, Thailand, Cambodia, and Vietnam) and the island world (Indonesia, Malaysia, and the Philippines). Incorporating the latest archeological evidence and international scholarship, Kenneth R. Hall enlarges upon prior histories of early Southeast Asia that did not venture beyond 1400, extending the study of the region to the Portuguese seizure of Melaka in 1511. Written for a wide audience of non-specialists, the book will be essential reading for all those interested in Asian and world history.

Review
A coherent and comprehensive narrative of the functioning and implications of regional and international economic developments on Southeast Asian social organization in the pre-modern era that has hitherto not been attempted. . . . An important contribution to the field of Southeast Asian studies as well as global history and international studies. (Journal Of Economic and Social History Of The Orient)

This book is a most valuable contribution, especially as it covers a period that few know well and that no one else is trying to synthesize into such an overall work. Hall not only provides a much-needed economic and political analysis of his own and others' scholarship on the varied parts of Asia, he puts it all―islands and mainland―into a thoughtful interpretive framework that advances our study of Southeast Asia considerably. (John Whitmore, University of Michigan)

Introductory History of Southeast Asia
By Anton Zakharov
This book looks very strange: It repeats in fact the earlier monograph by Kenneth Hall "Maritime Trade and State Development in Southeast Asia" (1985) but strives to be a textbook to contemporary scholarship. Its main ideas are well-known. The main factor in Southeast Asian history was trade, and its fluctuations led to changes in political and social history of Southeast Asian societies. Indianization of Southeast Asia was due to local initiative. Competition for markets and trade opportunities was the main feature of everyday life of Southeast Asians.
The book has very few maps. It contains many mistakes and exaggerations, unfortunately. For example, Hall dates the return by Nearhus to Babilon from 321 BCE instead of 325 BCE (p. 40). He believes that the main Indic deity devoted in Southeast Asia from the very beginning, was Shiva (p. 51) but the earliest statues depict Vishnu and Buddha. He dates the famous Vo-canh stele from the 3rd century instead the 4th century CE because the stele contains the verses in Sanskrit metre vasantatilaka which appears not ealrier than the epoch of Imperial Guptas. The book omits the diffusion of Buddhism in Vietnam. Hall wrote that the Kashmir prince Gunavarman visited a polity called Ho-ling in 422 CE (p. 106) but this Buddhist teacher visited another polity - Ho-lo-tan. Hall calls the famous Kedukan Bukit inscription of Srivijaya dated from 682 CE - Talang Tuwo inscription (p. 113). He believes that San-fo-ch'i is mentioned for the first time in 960 CE but it occurs in 904 CE. Thus, the monograph appears to be a little bit hastily made.
I would recommend the famous Georges Coedes' The Indianized States of Southeast Asia as an introduction to the history of the region.

The Scholar and the Tiger: A Memoir of Famine and War in Revolutionary China, by David Wen-wei Chang, Alden R. Carter

The Scholar and the Tiger is at once a compelling family saga, thriller, social history, and spiritual journey. Written by a noted China scholar, assisted by a writer friend, the story brings to life a tumultuous period in Chinese history while providing surprising insights into China's emergence as a global power.

Wen-wei Chang was born in 1929 as famine gripped northern China, taking the lives of countless peasants, including his father. Only his iron-willed mother kept the family alive. The eldest son, Wen-po, joined the army. Eighteen years Wen-wei's senior, Wen-po fought bandits, opium smugglers, the Japanese, and Mao's Communists, becoming known as "Tiger Chang."

Meanwhile, Wen-wei—a brilliant scholar from childhood—seemed destined for a career in the age-old mandarin tradition of civil service. But civil war intervened, forcing him to evacuate his ill mother and two sisters-in-law and their children only days before the Communists reached Beijing. In Shanghai, they were reunited with Wen-po, now a leading Guomindang general who commanded the city's final defenses. Wen-wei refused evacuation to Taiwan, insisting on caring for his mother and making the best life he could under the Communists. But a day after the occupation of the city, a terrified friend told Wen-wei that Wen-po had been left behind and was hiding in the friend's apartment, putting all of their lives at risk.

What follows has all the drama of a spy novel: narrow escapes and rescues, treachery and blackmail, and a final wrenching irony that would tear Wen-wei from his family and homeland. Only after thirty years in America, with a new life as university professor David Chang, is he allowed to return to China to learn the fate of his mother and loved ones—and perhaps to heal his broken heart.

From School Library Journal
This is the gentle, touching story of a traditional Chinese family whose lives were shattered by war and revolution. Chang (political science, emeritus, Univ. of Wisconsin, Oshkosh) tells of constant struggle; of struggling to stay alive through famine, poverty, and being the youngest child (b. 1929), struggling through the traditional Chinese educational system and then war, revolution, and the Communist takeover, struggling to adapt to a new life in Taiwan and the United States, and finally struggling with the reality of returning to China and the family he left behind. Some readers might be put off by Chang's often apologetic and forgiving nature toward those who hurt him (ranging from an abusive father who beat his mother and tried to smother him as a child to friends who spied on him and his family for the Communists), but others will see that his choices are clearly the product of a traditional Confucian background. Luckily, Chang's positive attitude gives the book its heart. Recommended for general readers in history as well as memoir.—Melissa Aho, Univ. of Minnesota Libs., Minneapolis

David Chang, with Alden Carter, has written an autobiography that is remarkable and touching for its personal insights. It skillfully integrates historical and political events in China and Taiwan with the life of a remarkable man. Most of all, it is a good read. (Thomas J. Bellows, University of Texas at San Antonio)

This remarkable memoir of a Chinese boyhood brings alive David Wen-wei Chang's childhood in a small village in North China and his family's trials during a 1930s famine and recounts how their lives were torn apart in the struggle between the Chinese Communists and the Nationalists. Throughout, David's love of family, home, and learning will delight the reader. (David D. Buck, University of Wisconsin, Milwaukee)

The Epic in Film: From Myth to Blockbuster, by Constantine Santas

Constantine Santas encourages us to wonder why film critics have so routinely dismissed the epic film. In The Epic in Film, he argues that 'blockbuster' and 'artistic' are not mutually exclusive terms, and, perhaps more importantly, epic film is an inherently profound genre in its ability to tap into a nation's, and sometimes humanity's, dreams and fears. Why do we see dozens and dozens of films based on the King Arthur legend? Why would a presidential-hopeful borrow a phrase, 'Read my lips,' from Clint Eastwood's Dirty Harry? Why do war epics proliferate in times of war or national crisis? Why are epics as a whole the most popular movie genre? Start with an individual quest of some kind undertaken by an attractive hero or heroine, add the weight of a nation, and perhaps humanity, into that character's struggle, sprinkle some awe-inspiring special effects and a general sense of largesse, and don't forget the happy ending; and there you have a recipe for a film that can contain the deepest emotions_fear, hope, insecurity, pride_of a nation, and, sometimes, a world. Whether you love Gone with the Wind and hate Troy; find Akira Kurosawa's films brilliant; or marvel over the depth of the Matrix trilogy, film buffs will want to read this first book-length treatment of the epic, a wildly popular, infinitely fascinating, and critically underappreciated genre.

Review
This book is useful for scholars looking for a discussion of epic using classic films. (Journal Of Popular Culture)

In this new, ambitious examination of epic films, Constantine Santas artfully argues for the viability and surprising longevity of this narrative form. . . . Santas whole-heartedly studies the epic in all its components, values, history and modernizations to educate film-buffs and academics, alike. . . . Santas argues with penetrating details. Pointless and Poorly Written
By Brandi Bair
When reading this book it is obvious that the author put little time or effort into finding research to back up his claims. The views and opinions expressed in this book are over-simplified, and trivial at best. Even briefly skimming this book is likely to anger fans of any epic at the injustice it does the film genre.
