Cynthia E. Coburn is Associate Professor in Policy, Organization, Measurement, and Evaluation at University of California at Berkeley. Mary Kay Stein is Associate Director of the Learning Research & Development Center and Founding Director of the Learning Policy Center at University of Pittsburgh. She also holds a joint appointment at the University of Pittsburgh as professor of Learning Policy and Senior Scientist at the Learning Research and Development Center.

Excellent Resource for Planning, Conducting and Collaborating on Effective Research

This book provides lessons about how the gap between research and practice can be bridged using collaborative tools, knowledge and the lessons learned from a variety of research conducted in different settings.

The authors look at the different approaches researchers used in their studies and the implications for the strategies they employed on students, teachers, district and their own collaborations. As someone who is surrounded by collaborative efforts of many researchers on a daily basis, I felt the depiction of what does and doesn’t work was honest and insightful.

The theme of collaboration flows like an undercurrent throughout the book, pushing the (truthful) need for collaboration between district, research university and teachers in an effort to improve student learning. The book highlights specific, real-world examples of these challenges and also provides realistic and tested way to address problems in collaboration that others have used. It talks about how to meld together goals of different stakeholders and have agreeable overlap in goals – which, if you are unfamiliar with research and new to its study - is extremely useful to understand prior to undertaking research with another person.

The book also gently guides new researchers toward a sense of understanding and creating their own professional identities so they can determine the best way for themselves to find collaborations and design research that will be effective in the long-run and will result in a pathway for long-term success and a healthy career.

More than anything, the book discusses trust – probably the most overlooked but most powerful component in any research project. Many researchers forget that without trust from their collaborators and trust from the subjects in their study, they will not find success. The authors provide proof that trust is the most important component in research without the book making for a didactic read (it isn’t easy to hammer a point home in this way, but they accomplish it). What is important is they give evidence over opinion in every instance and still manage to write a readable book for anyone seeking to enter research for the first time or refine their own research.

Unlike other education books that self-consciously attempt to prove one singular point, the authors never provide a forced opinion which was extremely refreshing. I would highly recommend this book to any researcher finding themselves working on their first moderate-sized study or working in any collaborative role on a larger study. It is worth the time to read it, because I have seen other researchers take years to learn the lessons provided in the text at often serious cost to their careers and work.

The book is also an effective and useful resource for administrators seeking to understand the capacity that their district may or may not have for reviewing and implementing research findings. Coburn and Stein have not written a piece of fluffy commentary – this is a serious book - a useful book - and I am going to use it in my own practice and share it with my colleagues.

He argues instead that it was only when the Japanese military prematurely abandoned its original sound strategic plan—to secure the resources Japan needed and establish a viable defensible perimeter for the Empire—that the Allies were able to regain the initiative and lock Japanese forces into a war of attrition they were not prepared to fight. The book persuasively shows how the Japanese army and navy had both the opportunity and the capability to have fought a different and more successful war in the Pacific that could have influenced the course and outcome of World War II. It is therefore a study both of Japanese defeat and of what was needed to achieve a potential Japanese victory, or at the very least, to avoid total ruin.

Wood's argument does not depend on signal individual historical events or dramatic accidents. Instead it examines how familiar events could have become more complicated or problematic under different, but nevertheless historically possible, conditions due to changes in the complex interaction of strategic and operational factors over time. Wood concludes that fighting a different war was well within the capacities of imperial Japan. He underscores the fact that the enormous task of achieving total military victory over Japan would have been even more difficult, perhaps too difficult, if the Japanese had waged a different war and the Allies had not fought as skillfully as they did. This is an excellent book with thorough research into the Japanese war from the Japanese perspective. Western historians conclude that it was inevitable for the Japanese to lose to the US. But Wood writes from his own research that had the Japanese leaders kept to their original plans to not extend their reach beyond what they could reasonably defend and group their military assets so that they could meet the American offense with their full power they could have extended the war and perhaps worn down the US. They had no business attacking Midway nor the Alaskan islands nor the Solomons nor New Guinea. They extended their assets way beyond their ability to manage and suffered at the hands of the American superior forces. Good reading.

More Worthy Books Available

This book is over priced for both the lightness of its content and the number of its pages. The execution is very sloppy (mistaking the Japanese Admiral Ozawa for Kurita, and various misspellings), and I have to admit that this flaw in editing or writing causes me to cast a jaundiced eye at any conclusions the author seeks to draw. In the conclusion author states that he sought to challenge the conventional historic understanding of the war in the Pacific, but in my reading of a number of books on the Pacific I have never confronted the problem that he is challenging. You are better off spending your money elsewhere!

Good Place to Start a Conversation

This intellectual tidbit offers no ground-breaking scholarship, with its bibliography full of secondary sources, all of them English-language. This is no crippling flaw though, given the author's purpose simply to challenge the conventional view of Japan's inevitable defeat by the Allied industrial powerhouses.
The text highlights some Japanese mistakes familiar anyone who has read about the Pacific War: failure on the offensive and defensive sides of the submarine duel, piecemeal commitments to dubious campaigns, etc. Perhaps Wood's most novel point concerns suicide attacks, which he regards as effective and commonsensical and worthy of refinement.
His critique of Japan's war effort fails to distinguish between strategic mistakes and defeat in battle. When the Japanese lose while pressing their initiative, they are guilty of systematic over-extension; when they lose on the defensive, they are guilty of conceding the fight to the enemy's terms. They are criticized simultaneously for failing to stick to their game plan and for failing to adapt to new situations. Apparently the Japanese can neither have their cake nor eat it.
Likewise, readers must go without a precise definition of the defeat in war that Japan is trying to avoid. Is any negotiated settlement that prevents occupation of the home islands better than a "defeat"? Wood seems content to see Japan lose all its conquests and all its continental holdings, avoid invasion, and call it a draw.
At its essence, Wood's alternative scenario is a fundamental switch from Japan's short-war strategy. He examines the salient features of a long-war strategy, and while the book gives only a superficial look at the global ramifications of this switch, it does usefully summarize the immediate consequences. There is little examination of Allied counter-moves.
The text provides a few geek-ticklers, and the always popular super-battleship "Yamamoto" makes an appearance. Other matters are more disturbing. The author has swallowed whole the regurgitated American-centric nuggets concerning Adm Kurita's actions at Samar, and then poured further indignity on the admiral by mis-naming him. (Ozawa!) Some passages stopped my reading dead in its tracks. Page 9 gives an overview of the years running up to the outbreak of hostilities: "American hostility to Japan's position in Asia was manifest and in retrospect, the conclusion that the United States was bent on war was in no way a misreading of American intensions." (None of Asada's works appear in Wood's bibliography.) But even this gaff lies tangential to the main thrust of the book.
The serious flaw in the author's argument is his treatment of two issues that largely trump the long-war advantages. The atom bomb and the Soviet threat appear in the main text only long enough to be sidestepped, then reappear in the conclusion for a more formal but equally shallow dismissal. The Soviets apparently could be bribed into staying out of the war by ceding Manchuria to them, an idea that might have made Molotov smile; it presumes that the Japanese pre-empt Allied deals with Stalin and that the Russians accept as payoff something that was already theirs for the taking. As for the A-bomb, Wood's long-war scenario implies a delayed capture of the Marianas so that an atomic bombing would not take place in the context of routine mass-bombings, thus diminishing the emotional impact of a 1-Bomb/1-City event. To me, this seems counter-intuitive and even silly. It also ignores that B-29's first struck Japan from bases in China, not in the Pacific. In general, Wood turns a blind eye to warfare on the continent, justifying this because the Pacific was historically the decisive sector--ignoring that his central thesis is a change in the way the war was fought.
Wood's book suffices as a conversation-starter more than as a comprehensive argument. However, many readers will find it a useful introduction into the significance of major mistakes made by the Japanese in World War II.

After The Gold Rush; On Contemporary Russia

A very interesting compilation of well referenced academic articles explaining and analyzing the evolution of institutions and policies in Russia under Putin and Medvedev. That the focus is 'on the fall of the Soviet Union and Putin's rise to power...the present and the background to that present' - is exactly what I wanted, to understand where Russia is now and how she arrived there politically, socially, and economically.

Various terms such as 'managed democracy' and 'liberal autocracy' are used in the studies to explain how following Gorbachev's perestroika or liberalization program, and to resolve the fact that under Yelstsin the Kremlin began to loose its guiding influence over the development of policy to factions and oligarchs, Putin with his background in the organized structure of the KGB set about recovering governance of the country from the center.

Putin has been widely credited for overseeing a return of political stability and economic progress to Russia, ending the crisis of the 1990s. During Putin's first premiership and presidency (1999-2008), real incomes increased by a factor of 2.5, real wages more than tripled; unemployment and poverty more than halved and the Russians' self-assessed life satisfaction rose significantly. He saw through a number popular reforms, however many of his actions have been characterized by the domestic opposition and Western observers as undemocratic. Here I would remind the reader to consider both, the social reasons for Russia's autocratic tradition and that the term democracy itself can be misleading, as the sort of democracy we have in most of the Western world is a 'representative democracy' based on a 'first past the post' method which in excluding the possibility of proportional representation thus loses a large percentage of views that do not follow the leading political agendas..

Examining the political developments and changes to structural policy - ''Putin turned the Russian parliament into a virtual rubber stamp'', the ongoing investment in and uptake by both people and state of the legislature and judiciary, the rule of law and the management of media - its visible 'freedom of expression' whilst uncooperative media magnates are jailed or exiled under a revived guidance by the state, portrays a recentralisation of power under the President and the Kremlin.

Continuing with an indepth account of Russia's population decline, the demographics and migrations including the depopulation of Siberia and the rise and fall of the oligarchies.
''According to Aristotle, oligarchy which he defined as rule by the wealthy few, was the least stable and hence least desirable form of government...they would soon be displaced by an autocrat, or an aristocracy...
Aristotle's warning that oligarchy is inherently unstable seems to have been borne out by the Russian experience since 1991... ''
Putin confiscated the Yukos oil company in 2003, Yukos was Russia's largest and most successful private company, but Putin renationalized it to emasculate its main owner, Mikhail Khodorkovsky, the most independent and outspoken of the new big businessmen and continued with a wave of renationalisation.
Whilst many in the West have seen these developments to cast doubt over the Russian commitment to capitalism, the net result is a reigning in of unaccountable oligarchic privateers replaced by a possibly more socially oriented management of essential utilities from central government.
For the indignant among readers and before they claim the dizzy moral heights, I would remind them of the many recent irregularities in the Western worlds of banking, investment, housing and pensions, to say nothing of the Chicago school Business ethics as revealed in Naomi Klein's remarkable study 'The Shock Doctrine;Rise of Disaster Capitalism'. I would also point towards the rising awareness of and mixed reactions towards the unaccountable transnational businesses and to Iceland's economic reorientation as an example of alternate methods to managing a country and its economy in the face of current global economic policies. My point being the evident impracticability of a one size fits all political and economic grand narrative.

Crime is touched on, as the main reason holding back Russia's development of a small and medium business base for the development of democracy.
Agriculture is shown to thrive under Putin's 'quiet revolution' and investment in farm loans and machinery, yet still to leave serious shortfalls in self sufficiency of food production based on the need for ongoing modernization of farming techniques and infrastructures - challenges that remain to be resolved.
Russia's Foreign Policy is shown to have become much more assertive, as in Putin's speech at The Munich Conference on Security 2007 where he was extremely critical of U.S. ''unilateralism'' and ''accused the United States of ''disdain for the basic principles of international law'' and having''overstepped its national borders in ...the economic, political, cultural and educational policies it imposes on other nations''...'' That Putin also militarily defeated Georgia in the Caucasus demonstrates that whilst maintaining an essentially defensive security posture, Russia is ready to use more assertive strategies to defend its national interests. However and contrary to some views that attribute Russia's assertive behavior to its traditionally imperialistic and anti Western political culture, the study here presents the view that the primary drivers in the Kremlin's foreign policy are contemporary and domestic. Further, Russia's intercivilizational alliance efforts to avoid a war of civilizations between the U.S.A. in pursuit of terrorism and their Muslim adversaries, her active involvement in forming potential peaceful resolutions between North and South Korea, and many other examples of foreign policy show that modern Russia is an active participant supporting peace in a multicultural world.

Following a brief review of Russia's influence in the former Soviet states and surrounding countries of Central Asia, China and beyond, and of the efforts to resolve corruption in and restructure of the Russian Army, the study closes with predictably doubtful conclusion to be read with caution ''A fear of the West once again pervades the mind-set of Russian leaders..''which despite a number of issues revealed in the essays, I did not find to be the case in the studies presented. However '' Strong-armed tactics reminiscent of the Soviet-era KGB are still practiced...'' are shown to have been used and these might be explained or understood in the context of what has been called Russia's 'liberal autocracy' and the task of reestablishing and consolidating post Soviet governmental control of national and foreign policy.

''Russia has evolved into a vibrant, capitalist economy with dozens of independent private owners commanding internationally influential businesses...yet this pluralistic and dynamic economy exists alongside - and within - a political framework that became increasingly closed and authoritarian in the 2000's.''
Nevertheless, the picture portrayed in these essays shows a different structure of government, society and business than we are perhaps used to seeing in the West, one in which Russia's 'state capitalism' approaches a democratic system in its own way, in which a 'sovereign democracy' is led from the autocratic center and which despite the many culture specific differences of style and oxymoronic anomalies, Russia's 'sovereign economy' has improved life and the economy in many areas.
Just where this will lead in future times does of course depend on how far Medvedev will continue Putin's recentralisation program and share his vision of domestic socio-economic modernization and multivector foreign policy. However as the example of Medvedev amplifying Putin's assertive vision shows - in Berlin 2008 Medvedev blamed the U.S. for generating the global financial crisis ''by trying to substitute for the global commodities and financial markets'' my guess based on the evidence in this study is that their shared vision will continue. In Putin's words and regarding the charge of 'statism', ''For Russians a strong state is not an anomaly that should be gotten rid of. Quite the contrary, they see it as the source and guarantor of order and the initiator and main driving force of any change.''

Having just recently read Orlando Figes' A Peoples Tragedy - about the Russian Revolution, and Natasha's Dance - about Russia's cultural legacy, this book brings my general background in Russia loosely uptodate and is highly recommended for the serious student of both Russia and Contemporary World Affairs.

After Putin's Russia

This is a very readable book on the complex decisions and issues that face whomever the leader of Russia is: Putin, Medvedev, or someone else from military reform to the perils of Russia's population decline, to the economic concearns and the recentralization of Kremlin control of the regions. There is also a chapter in the book on Russian policy towards it's Eurasian neighbors. I would've liked to have seen a greater treatment or a chapter covering the Islamic terrorism within Russia because the North Causcus is still a vital region within Russia. For the 39.95 price tag, you can't go wrong for the information this covers.

Perfect, except the title

I found this to be an extremely credible and valuable guide to today's political system in Russia. However, I find the title somewhat misleading as the book mostly deals with the past and present. But of course, by gaining a better understanding of the system behind Batma...Putin and Robi..Medvedev, one gets a glimpse of what may come.

A must for the serious student of Russia.
